James says something that sounds, surprisingly, pessimistic: no one can fully tame the tongue. But this is not a call to give up—it is an honest admission that this is a lifelong task. A beast, once tamed, grows gentle; but the tongue, mastered yesterday, leaps out again today. So in governing speech there is no "one-time success." There is only the watching of each day. Precisely because it cannot be fully tamed, we stay awake in every moment.
