In the Hebrew, a sheep cannot lie down on its own; it lies down only when full and safe. So "makes me lie down" is the height of reassurance. The poet saw that good leading is not driving faster but bringing you to a place of rest. I long confused "still waters" with laziness — afraid that to stop was to fall behind. But a sheep that cannot lie down grows thin in the end. Only after burning out did I learn: one who does not know how to rest well cannot walk well either.
